History
Background
Milius is a member of the International Peacekeeping Forces and the husband of Linda Milius. Due to his more radical way of doing things, Milius -- originally only a captain -- seized control from Admiral Kari Chang by exposing her, Linda, and a number of others to Gemini on Level 3. Although some of the victims survived, including Kari, others including Linda died. Milius then appointed himself the new Admiral of the International Peacekeeping Forces, stealing Kari's stars.

Personality
Anton Milius is shown to be ruthless, determined, authoritarian and sadistic. He sacrifices his own wife for the mission after they disagree over if the scientists in the Silo should engage in human testing. However, he seems to suffer mental breakdowns in private, suggesting he has problems with his own actions or that he's cold exterior isn't authentic.
Relationships
In North Star, it is shown that at his desk on Snowpiercer, there is a picture of him and a woman, potentially being someone that was or is important in his life. Later in A Moth to a Flame, this is revealed to be his wife, Linda Milius. Three years before the events of the episode, his wife were left on Level 3 after these floors were exposed to an earlier version of Gemini. Anton says he keeps the picture of her to remind himself that "the most painful betrayal is the one you don't see coming", because she reported to then-Admiral Kari Chang that Anton wanted to proceed with human testing of the gas, which Admiral Chang had denied.
In The Engineer, Milius mentions that he knows that love is a weakness because Milius loved someone and learned that lesson the hard way, suggesting that Milius lost someone that he loved under terrible circumstances.
Milius has cold and strict relationships to his fellow soldiers in the International Peacekeeping Forces. He is shown to constantly undermine Nima Rousseau and have no respect for the scientist. Milius burned the hand of one of his men in order to make a point to Joseph Wilford, but he privately suffered a breakdown afterwards, suggesting that Milius was disturbed by his own actions.
Despite his antagonistic attitude towards Snowpiercer's passengers, Milius appears to hold a degree of respect for at least some of them, praising Till's attitude and attempting to recruit her as Milius respects her.
Milius shows disdain for Joseph Wilford and his ways, commenting on Wilford's wealth and privileged lifestyle on Snowpiercer , while "[his] people worked the mines". After Milius and the soldiers rescue Wilford from the Track Scaler, he fakes being nice with him for the sake of the mission, while Wilford figures out the plan to kidnap Liana from New Eden, leading Layton to come to them with Big Alice. After Big Alice slips out of Milius's grasp and seeing Wilford seeming the connect with the soldiers, he stops the niceties with Wilford, giving Wolf the order to kill him on Level 3. After the soldier disobeys orders, and Wilford escapes together with Andre Layton, Milius takes matters into his own hands. He takes Wilford down to a frozen Level 3, proclaiming the upcoming pleasure he will take in watching Wilford suffering and freezing to death. Milius is however unaware the Wilford has perfected the cold treatment on himself, and can withstand the low temperatures. The tables turn, and Wilford slits Milius's protection gear apart, and the former instead enjoys watching Milius freeze to death, taunting Milius saying that he had an "insignificant life".
