The doll is a bobblehead depicting presumably a Hispanic dancing girl. It is owned by Javi.

Shortly after Wilford got full control of Snowpiercer/Big Alice, he ordered Bennett to drive Snowpiercer while Javi is driving Big Alice. Javi packs up his belongings from the Engine and he took the doll aboard Big Alice. Later Javi would try to use the doll to remind Alex about Melanie.[1]
Later when Javi needed to risk his life by making a turn to the Rocky Mountain Test Track to pick Melanie up at Breslauer Weather Station, Javier used this doll as a prayer object while Wilford's Jackboots were trying to open the door.[2]
When the Pirate Train and Wilford's Rolling Gulag reconnected, Javi takes the doll back to Snowpiercer's Engine.[3]
As Javi boarded Big Alice, which separated to head to New Eden, he brings the doll back with him.[4]
A year later, Javi brings the doll aboard Big Alice with him. Heartbroken to learn of Bennett's recent death, Javi tells Sykes that the doll reminds him of Bennett. While Bennett had always made fun of his best friend for it, Javi knew that Bennett secretly loved it. Javi later brings the doll with him after potentially finding a solution to the bombs threatening to bury New Eden.[5]
Javi uses the doll as the trigger device of a booby trap that he sets for the International Peacekeeping Forces soldiers invading New Eden. When one of the soldiers lifts the doll, the bomb that it's attached to goes off, killing the soldier and destroying the doll.[6]
