The Wilfordites appear to have lost much of the support that they once had by The Original Sinners. Oz estimates that there's only about a dozen of them that take control of the Nightcar and none of the Jackboots are with them, unlike on the previous occasions that Wilford rose to power. Presumably, the harsh conditions of Wilford's Rolling Gulag and the realities of what life under Wilford is actually like eroded all but his most loyal support.
Interestingly, despite their firm stance against New Eden, at least one Wilfordite chose to go with Layton to the new colony after Wilford's defeat and exile.
